On 28 December 2022, SCO Secretary-General Zhang Ming had a meeting with Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the People’s Republic of China, Igor Morgulov.
Zhang Ming and Igor Morgulov exchanged opinions on possible options for fulfilling the decision of the September 2022 Samarkand summit to facilitate a more effective SCO performance, including the modernisation of the Organisation’s executive bodies. They emphasised the paramount importance of incipient efforts to streamline mechanisms for countering security risks in the SCO’s zone of responsibility.
They noted the critical significance of consistently filling diverse interaction between SCO member states with real content. This includes financial and investment, trade and economic, science and technological and cultural-humanitarian cooperation. It is necessary to involve SCO observer states and dialogue partners in this process.
They stated the importance of developing the sports direction of cooperation between the SCO member states for strengthening friendship and popularizing an active lifestyle among the younger generation.
The sides agreed that there were substantial reserves for making more active use of various institutions, as stipulated by the current regulatory framework. Primarily, this concerns meetings of SCO member states’ permanent representatives at the SCO Secretariat.
